My dog keeps coughing?

toy poodle (4 months) sounds like he is trying to hack up a hair ball. he makes the same sounds a cat does, (i dont have a cat). could it be from a toy (little elmo stuffed toy), the fuzz on the toy, or could he be sick? he is eating, going to the bathroom, and playing great.....
